Lloyd's report,
s report, which accompanied the Hongkong
confidential despatch of the 9th November (your reference
52752/28 of the 20th December), should be very useful to
us in various ways. We are not sure, however, how far
apparently the contents must be treated as confidential as/the the report is based on information disclosed to the Hongkong
Government in connection with death duties,nfrontlu.
I should be very glad if we could be told as soon as
possible how far we can use the report, (1) with reference
to the source from which the information was obtained,
i.e. the books of the farmer,
(2) or otherwise, e.g.
without reference to the source, but as information
obtained by the Government of Hongkong.
would be nothing like as good as (1).
Of course (2)
If public use
of any of the information with reference to the source
is undesirable could we use it in confidential communi-
cation, say, to the Opium Advisory Committee, the French
Government, etc?
